Alfred C. Koeppe
President and CEO
Alfred C. Koeppe has been the CEO of the Newark Alliance since October 2003. He has served as President and Chief Operating Officer of Public Service Electric and Gas Company (PSE&G) and Chief Executive Officer of Bell Atlantic-New Jersey.
He began his career with New Jersey Bell in 1969 in the Operations Department, later became a trial attorney for the New Jersey Department of the Public Defender and for AT&T in the Department of Justice antitrust case. In 1993, he was elected President and Chief Executive Officer of Bell Atlantic-New Jersey. Subsequently, he joined PSE&G and become President and COO of that firm in March 2000.
Mr. Koeppe received his BA from Rutgers University, Newark and his J.D. from Seton Hall University School of Law.
He is the recipient of numerous awards, including: the Trailblazer Award, presented by the Council for Action for Minority Professionals; the Diversity Award, presented by the International Consortium of Information Technological Executives; the Anti-Defamation League's Americanism Award; the NCCJ Humanitarian of the Year Award; and both the NAACP's and AFL-CIO's Corporate Leadership Award. An inventor, he holds a patent for a home incarceration system using telecommunications voice recognition technology.
Mr. Koeppe served as Chairman of Chief Justice Wilentz's Supreme Court Commission to reform the New Jersey Court System and has also chaired the New Jersey Higher Education Commission, the New Jersey Chamber of Commerce, and the New Jersey Domestic Security Infrastructure Taskforce. As part of his reform efforts, in 2005, Acting Governor Richard Codey requested Mr. Koeppe to assume the Chairmanship of the New Jersey Schools Construction Corporation with a mandate to restore its financial integrity. He is a member of the Rutgers University Hall of Distinguished Alumni and currently is the Chairman of New Jersey's Economic Development Authority.
Mr. Koeppe holds memberships in the New Jersey and American Bar Associations. He also serves as a trustee for St. Benedict's Prep School in Newark. He is a member of the Board of Horizon Blue Cross/Blue Shield of New Jersey and of the New Jersey Resources Corporation.
He and his wife, Ann reside in Manasquan, New Jersey.

Kathy Weaver
Vice President of Programs
Kathy Weaver has been the Vice President of Programs of the Newark Alliance since February 2002. Ms. Weaver coordinates and implements the Newark Alliance's education and workforce development programs.
Complementing her duties at the Newark Alliance, Ms. Weaver serves on the Steering Committee of Newark Public School's The Broader Bolder Approach; is a member of both the Essex County and Newark Workforce Investment Boards (EC and NWIB); chairs the joint WIBs' Labor Market Economic Development Committee, and chairs the NWIB; leads the Regional Economic Development Initiative (REDI) program; functions as the northern New Jersey Team Leader for the State Energy Sector Partnership Initiative; is a member of the State Employment & Training Commission's Health Care Workforce Council; is a member of the North Jersey Partners WIB One Stop Consortium; and now oversees the development of the Greater Newark Workforce Funders Collaborative. As part of her ongoing commitment to community service, Ms. Weaver serves on the Boards of the Boys and Girls Clubs of Newark and Christ the King Preparatory School.
Prior to joining the Newark Alliance, Ms. Weaver held the positions of COO of a Newark-based health care services technology company, Vice President of a Washington, D.C. technology company that partnered with city government, and held various high-level management positions at PacifiCare (formerly FHP, Inc.), one of the largest managed care organizations in the State of California.
Ms. Weaver received a Bachelor of Arts degree from Howard University in Washington, D.C. and is a graduate of the University of Southern California's Executive Management Development Program in Healthcare.

Tanya Mitchell
Chief Financial Officer
Tanya Mitchell has been the Chief Financial Officer of the Newark Alliance since joining in 2002. In addition to her financial management duties, Ms. Mitchell is responsible for Human Resources and Compliance. She also helps advance the Newark Alliance's mission by supporting projects in key mission areas - economic development, workforce development and education.
She is on the Board of Trustees of several Newark-based organizations, including the Newark Downtown District, Newark Legacy Charter School (founding Board Trustee), the Newark Mentoring Coalition and Program for Parents. Additionally, Tanya is an Advisory Board member of the Greater Newark Conventions and Visitors Bureau, Arts in Education Roundtable, and the Westside High School Finance Academy.
Ms. Mitchell has over 31 years of combined management experience as a Controller, Auditor, Consultant and Project Manager. Prior to joining the Newark Alliance she was with Prudential Financial. Ms. Mitchell has also held various leadership positions in financial management at the American Express Company, Citibank and Arthur Andersen & Co.
Ms. Mitchell is a CPA and is a member of the NJ State Society of Certified Public Accountants. She received her Accounting degree from North Carolina A&T State University.

Regina Barboza
Program Officer
Regina Barboza is the Program Officer for the Greater Newark Workforce Funders Collaborative (GNWFC), a Newark Alliance-managed initiative to create innovative, sustainable workforce development solutions in northern New Jersey that will enable low-skilled workers to advance in careers and businesses to compete.
Ms. Barboza draws upon her expertise in philanthropy, workforce development, advocacy communications and public relations to strategically engage partners for the Collaborative, a five-year, $30 million national effort to strengthen and expand high-impact workforce development initiatives throughout 31 regions of the United States.
Before joining the Newark Alliance, Ms. Barboza developed communications strategy and supported various foundation initiatives related to workforce development, education and social justice. Ms. Barboza previously ran her own communications consultancy, served as acting director of communications for Philanthropy New York, was a vice president at Fleishman-Hillard for five years, and held numerous communications positions at IBM Corporation.
Ms. Barboza, who also taught corporate communications as an adjunct professor at The City College of New York, earned an M.S. in journalism from Columbia University Graduate School of Journalism and a B.A. in journalism from Boston University.

Barbara Melone
Office Manager
Barbara Melone joined the Newark Alliance in 2004 following a 37-year career with Verizon and having served as Executive Assistant to the past five Presidents of the company. She has spent her entire professional career in Newark and is committed to the Newark Alliance vision for City of Newark.
Ms. Melone is involved with many non-profit organizations, including New Jersey Theatre Alliance, Paper Mill Playhouse, NJPAC's Women's Association, and serves as Chairperson of the Integrity House Past, Present and Future Gala in support of its women's and children's initiative. She is on the Board of Trustees of Integrity House. After many years of service on the Deborah Hospital Foundation Board of Directors, Ms. Melone was named to the Deborah Hospital President's Advisory Committee in 2006. She is the recipient of the Bell Atlantic Award for Excellence presented by Chairman Raymond Smith.
